Personality:
The word "eccentric" seems to have been made for people like Shuu Tsukiyama: attractive, cultured, athletic and well-read, upon first meeting he seems to be the ideal son of a well-to-do family. His words are generally polite, if a bit flamboyant, and he seems very dedicated to presenting a good image; he's multilingual, good at sports and martial arts, and generally the sort of guy you wouldn't mind meeting for coffee once in a while at one of those high-end cafés he seems to like so much.
Granted, he's not without his quirks, either, and that's where the eccentricity comes in – for all his high-class mannerisms, he doesn't have much of an indoor voice, and he doesn't seem to have worked out how much personal space is "enough" and at what point he's actually standing directly in somebody's face; he has a tendency to circle people while he's speaking to them, to study them a bit too intently, and if he likes what he sees it's not unusual for his words to slip into something almost uncomfortably overfamiliar – suddenly there are pet names and far too many awkward instances of flirtation in languages that you may or may not understand, and after a moment his hand will likely be on your shoulder or reaching out as though to touch your face. He's entirely aware of what he's doing, and he does all of this while offering little to no actual openings for anyone to find something relevant out about him; even the supposedly "personal" information he offers is incredibly generic, the sort of thing that could be attributed to just about anyone.
His wardrobe is also terrible. Like, "the 1990s anime protags called, they want their ugly sweaters back" levels of terrible.
But again, at best he's nice enough and at worst he's entirely too well-off to be called a damn weirdo to his face, so "eccentric" will just have to do; taking another look at his social situation may also help explain why he is as he is. At the age of 21, he's already a fourth-year university student, so he's likely far younger than the rest of his class; in fact, a lot of his stranger behaviors seem more rooted in immaturity and a lack of experience than anything. He's not terribly good with intimate emotions, no matter how overfamiliar he may seem, and if anything the overfamiliarity is likely an attempt to assert himself so that he doesn't need to deal with them properly; it puts him in control of the situation rather than subjected to it, and closing his personal life off is another way for him to remain on top of things both emotionally and conversationally.
When looked at that way, it's entirely possible that his behavior is the result of him trying to assert himself, to make a name for himself among his peers; granted, most of his peers don't know that he's already got quite a well-known name for himself, it's just not well-known in circles that one would find terribly flattering – it's the sort of name that's given to you by law enforcement and the media when they don't know how else to refer to you but they need to get word out anyway.
Tsukiyama is a serial killer. That's what this comes down to.
The story of Tokyo Ghoul takes place in a world where there's a dominance struggle for the role of apex predator: there are humans, who are people like you and me, and then there are ghouls – creatures that appear human but most definitely are not. Despite their name, ghouls aren't undead; they're a different species entirely, with enhanced strength, speed, regenerative abilities and weapons that can be drawn out of their bodies at will. They're also designed by nature to specifically hunt humans – in fact, the only things they can consume are human meat, water, and for some reason coffee. Humans have taken to hunting down that which hunt them, forming organizations specifically to find and kill ghouls; Tsukiyama is an S-ranked ghoul, known for being difficult to fight, even more difficult to capture, and an all-around pain in the neck with feeding habits so unusual and bizarrely fixated that even other ghouls tend to avoid him. He's very particular and obsessive about his food, and the methods he uses in selecting and eating his victims have earned him the name of "Gourmet" among the organization in charge of eliminating the ghouls' presence in Tokyo.
…So perhaps "serial killer" was a bit too kind of a description earlier.
Saying that Tsukiyama is obsessed with food is a bit like saying that the ocean is a bit wet or the Pope is a practicing Catholic: it's entirely true, but it's a tremendous understatement. In fact, he prides himself on his status as a predator and his ability to assess and hunt down prey, and he would go so far as to claim that if he has the power to hunt someone down and eat them, then he also has the right to do so. It's that sort of entitled logic that pervades his thinking as a whole – the thought that because he can have something, then he should, and anyone who tries to assert otherwise is "taking away" what he already considers his. This is the genuine reason behind all of his overassertion and overfamiliarity with everyone, rather than the more socially-acceptable answer of "immaturity" – this line of thinking extends not only to his prey but also to locations, property, possessions and people that he happens to like. If he wants something and feasibly can take it, then it's "his," and in canon he tends to act out when people try to take his belongings from him – his usually calm demeanor breaks rather violently, and he resorts to screaming, physically lashing out, and generally throwing something resembling a tantrum while he attempts to get it back.
On top of being generally disturbed in terms of logic and how he handles both his prey and his possessions, Tsukiyama is also deeply self-serving; even when he's acting under the service of someone else, he'll only do what he perceives as benefiting him if he's not particularly close to them. He's not entirely sociopathic, however, and he's perfectly willing to make sacrifices for someone else if he believes the reason behind the sacrifice to be important enough; in canon, he chooses to side with one person above about eighty others that range from "vague acquaintances" to "friends" in his interpersonal sphere, because he's decided that that one individual's trust means more to him than his friendships with the rest do.
Of course, he's also very bad with feelings, as was mentioned above, so it's not like he ever expressed that too well; he doesn't seem used to caring about people very much, if at all, and when he does find someone that he happens to like (in canon, this would be the protagonist after literally a hundred chapters of character development) he doesn't seem able to put it into words, instead preferring to hang back awkwardly while others do the initial emotion-laden discussions for him. He becomes far more subdued in emotionally wrought situations (well, ones that don't require some sort of tantrum to be thrown); he'll only speak up well after everyone else has, and even then his usual flamboyance and verbosity are toned way, way down.
Just because he's bad at expressing his own feelings, however, doesn't mean that he's not good at using the feelings of others to get what he wants; early on in canon, he's shown to be shrewd and manipulative, able to sort out what will get the most favorable reaction out of someone he's targeting and using that to his advantage. He's quick to single out the protagonist and cold read him easily, working out that he's lonely and desperate to gain information about his situation, and plays up traits of his own that are either similar or encouraging a favorable reaction – Tsukiyama claims that he's easily misunderstood and uses books as an escape from the real world, acting sensitive and vulnerable in order to gain the protagonist's sympathy because that's what would resonate best with him. He shows that particular interpersonal skill set off multiple times, combining an ability to cold read a specific person and shift demeanor at a moment's notice depending on what's required of him: when dealing with a psychopathic assassin, he becomes far more aggressive than usual, yelling out orders and plans in a way that will make him look like he's in charge of the situation and win the guy over with his confidence; when the group he's working with has to leave their information-gatherer behind, he's quick to become assertive and surprisingly helpful, relaying as much intel as possible about their situation as rapidly as he can without sacrificing clarity and filling in gaps in the group's collective knowledge as best he can; when talking to other powerful ghouls who are considered the leaders of their ward, he shifts easily into being the resident negotiator and mitigator.
This is contrasted rather sharply with how he acts when he's on missions with nothing in particular to do; when he doesn't have a role to fill, he's...well, he's himself, which means that he's openly taunting everyone in his immediate vicinity, sizing up the enemy's potential to be preyed upon later, singing to himself about nothing in particular, offering running commentary on everything he's doing, or just complaining that he doesn't like the assignment he's on and/or he hasn't had enough to eat lately. In other words, the best way to keep everyone's sanity intact (and Tsukiyama's face unpunched) is to keep him busy – otherwise he'll find his own role to fill, and that role is "pain in everyone's ass."
Granted, he's entirely convinced that everything he does is fine and everyone else should be grateful for getting to work with him at all, but he's always been a bit of an unreliable narrator like that; outside of generally just thinking he's the greatest thing ever, he's always had a tendency to genuinely believe that everyone else thinks so as well. For example, in one of the light novels he seems convinced that his "charming demeanor" and "airs of sophistication" are the reason why people stop arguing with him in one of his classes, when in reality it's far more likely that they just don't want to deal with Tsukiyama's weirdness first thing in the morning; he also tends to miss instances of being genuinely picked on or insulted unless the insult is both completely obvious and stated directly to his face, and even then he's more likely to brush it off as teasing as opposed to something truly vicious.
...At least he's optimistic.
Either way, however, Tsukiyama is certainly an experience; when it comes to gauging whether he's a good or a bad one, he'd surely argue that that's the decision of whomever he's interacting with. After all, negative experiences can't possibly be his fault – since he's cultured, intelligent, and reaching Mary Poppins levels of "practically perfect in every way" and all.
So really, if you don't see it that way, it's entirely your fault. But it's not like he expected much more from prey, anyway.

✔ DO YOU KNOW HOW HARD I'VE BEEN TRYING TO NOT MAKE A "MAN OF WEALTH AND TASTE" JOKE
As off-putting though his personality may ultimately be, Tsukiyama tries to be as cultured as he possibly can; he's well-read and he's multilingual on top of it, often peppering his speech with phrases in English, French and Italian. He's perfectly capable of acting classy when he wants to (and when he actually puts some thought into it), and he blends easily into the upper echelons of human society – he's able to walk around Tokyo freely without being suspected or caught by the authorities, despite his status as the Gourmet ensuring that they're certainly looking for him. Basically, he's fully capable of being a gentleman if he wants to, and he usually seems to have his shit more or less together even if he's a bit eccentric in general.
✔ THIS IS A REAL PUNCH
While he's often a bit wispy-looking in the manga, physically speaking Tsukiyama is very strong; while part of this is due to being a ghoul and all the benefits that come with the territory, it's not unreasonable to think that he'd be a powerhouse anyway – he's very athletic, doing various sports and martial arts as hobbies, and he insists on keeping himself in peak physical condition. He's also shown to be incredibly strong, given that the natural weapon he wields is known for being notoriously heavy and difficult to use as an offensive weapon, something he's shown to do easily without sacrificing too much agility if he needs to back up and get away from a direct confrontation. Basically, he's designed to be a tank; while the more over-the-top physical abilities will be toned down (more on that below), a lot of his strength, speed, and endurance are trained skills and not supernatural, and so those will be kept.
✔ YOU'LL BELIEVE WHAT I WANT YOU TO
While normally this would be considered a weakness in those who aren't deliberately attempting to do this sort of thing, Tsukiyama is incredibly good at manipulating people in one way or another. It's a skill he's grown into and intentionally cultivated (one of the light novels shows that he actually used to be really bad at it) and by now he's had about five years of practice with cold-reading people and working out what they want to hear. Outside of using this for his own means – something he definitely doesn't shy away from doing – he's also not opposed to using it to benefit others he's working with, should the need arise; to put it more mildly, he's good at persuading others into giving him the outcome he wants, and he spends a good amount of canon dealing information between his various contacts in exchange for favors or other things that he wants.
✔ PAY YOUR RESPECT TO A GREATER INTELLECT
A lot of Tsukiyama's behavior tends to make him come off as...well, a little dense; he's very narcissistic and generally tends to act like he's very unaware of his surroundings and the people in them. But he's repeatedly shown to be surprisingly competent in the intellectual department; outside of the general skills with persuasion, manipulation and cold-reading, he's capable of being highly analytical and does a good amount of research into things before just going forward with plans – he surprisingly doesn't tend to jump into actual missions or tasks unless he can form at least some idea of what the outcome is likely to be and proceed from there. As was mentioned above in a few places, he's also very well-read and has a massive vocabulary spanning several languages. So while he's often obnoxious (and literally no one will deny that he has a tendency to be obnoxious), he's actually not an idiot.
✔ LIKES: NEW STIMULI AND EXPERIENCES
For once in this app, this header is not being facetious; it's a direct quote from his character bio – he has a good sense of natural curiosity that will benefit him in Route. Rather than being alarmed or disturbed by new situations, Tsukiyama thrives off of them; while he knows what he likes and where he's comfortable in terms of how things are going, he likes to experiment and try new things and see what sort of outcome he can get if he explores new venues. As was mentioned directly above, he won't be reckless about it and some of the Pokémon will be off-putting or unsettling to him, but being in a new world entirely won't frighten or otherwise put him off so much as it will fascinate him, which is definitely a good thing when it comes to getting the character to actually do things in the setting.
✔/✘ AS CLOSE TO BLACK AS GREY CAN GET
At his current canon point, Tsukiyama is no longer a proper villain – he's assisting the protagonist, having sworn to be his "sword" during battles and promising that while he can't be his shield, he'll always be the dagger kept under his pillow and by his side. While the phrasing is...questionable, he seems to have developed some sense of loyalty (even if it is initially self-serving) and he's trying to get used to working with other people in a group instead of just looking out for himself. In other words, he's capable of positive character development, even if he doesn't always realize that it's happening and it tends to be incredibly awkward when he does.
At the same time, he was the main villain of the Gourmet arc early on, and the tendencies he showed back then tend to resurface at really inopportune moments; while he's not completely resistant to change, per se, he tends to have a hard time processing it and he has not left villainous/underhanded tactics behind as valid options – he's willing to use them for...whatever his concept of "good" is now, but his sense of morality is quite frankly terrible and he has no qualms about going all-out against people both physically and psychologically if it suits him or his purposes.
✘ TSUKIYAMA, PLEASE...
Tsukiyama is entirely capable of being personable and easy to get along with...as long as things are going his way. The second the world stops behaving exactly as he thinks it should he's incredibly prone to melodramatic meltdowns, completely losing track of both his surroundings and his current goal in favor of pitching a shrieking fit right in the middle of whatever it was he was previously doing.
✘ THIS IS EVERYBODY'S FAULT BUT MINE
Of course, when things aren't going Tsukiyama's way in life, it's never his own fault; he tends to blame everyone but himself for his problems, going so far as to victim-blame people he's currently stalking in ways that are...more than a little uncomfortable. For example, he often tells the protagonist – whom he spends his first arc in the manga stalking and manipulating horribly so he can attempt eat him on multiple occasions – that it's his fault that Tsukiyama is acting this way, claiming that the protagonist is just that irresistible and therefore Tsukiyama can't be blamed for his fascination or the actions that he's taking to try to kill him. He's also never directly called out for this behavior in canon; if anything, this behavior is just enabled by the lack of argument from anyone he pulls this on, so he isn't going to be inclined to stop anytime soon.
✘ CAN'T STOP WON'T STOP NOT SURE HOW TO STOP
And both of the above points tie rather solidly into this one – Tsukiyama is used to being in control and on top of every situation he's put into, and he very rarely has things work out badly for him. Being the top of both the literal and metaphorical food chain for so long has ensured that he's spoiled and unwilling to change his behavior (why should he, when it's worked for him for so long?), and even if someone can convince him that acting as he does is a bad idea, it usually requires a threat of some sort to get him to take the admonishment seriously. He also tends to default back into his usual ways of thinking when he's distressed or upset; rather than really evaluating why he feels the way he does or having a complicated emotional discussion with someone about it, he'll often insist that his behavior is still based in the superficial, self-benefiting reasons that he had in the first place – for example, it's easier for him to insist that he just wants to kill and eat someone one day, or to say that they have something he wants, than it is to try to explain that he's staying close to them because he might care about them at all.
✘ I'LL FOLLOW YOU UNTIL YOU LOVE ME, I EAT YOU, OR SOME OTHER NATURAL CONCLUSION IS FOUND
Saying that Tsukiyama has an obsessive streak is another gross understatement along the lines of "the ocean is kinda wet"; once he finds someone he's interested in or decides that he has a goal that he needs to complete, he tends to fixate on it to extents that render him almost completely one-track-minded. While most of his obsessions are short-lived, some are decidedly not –if he's denied what he wants in any way, it tends to just make him more determined to get it, and he'll follow it through to self-destructive extents.
✘ PHYSICAL DIFFERENCES, OR: "CANON-BASED BULLSHIT MAKING THINGS NEEDLESSLY COMPLICATED"
There are a number of physical differences between ghouls and humans that are going to make adjusting to Route's humanization rule difficult, at least at first; the most immediately pressing is the fact that ghouls only eat human meat, and they only have to eat once every month or two – needless to say, the inability to kill here, on top of the fact that humans have to eat every eight hours or so, is going to drive Tsukiyama up a wall for the first good while, since actually feeling hunger is generally a really bad sign as far as ghouls go. (It's usually accompanied by an immediate loss of sanity/sudden drive to kill and eat whatever's in front of them, which obviously won't be anything he experiences due to the humanizing thing, it's just going to be vastly confusing.)
The next most immediately-relevant issue is the lack of a healing factor, which is something Tsukiyama relies on more than he realizes – in canon, he takes for granted that a slashing injury that takes out both of his eyes will just heal itself in less than ten seconds and he'll be perfectly fine, and at one point he manages to regenerate an arm and the right side of his face after taking heavy damage in a battle and being left for dead. He acknowledges that the latter part of that probably should have killed him and he's very fortunate that it didn't, but given the fact that his personal combat strategy tends to be "stand there and take damage, heal, then attack once I've out-tanked everyone else" he's going to be far less careful with himself physically than he really should be until he works out that that might not be the best idea he's ever had.
Ghouls also have a natural weapon known as a kagune – in a nutshell, it's a collection of special cells that can be pushed through the ghouls' back, solidified and used as weapons. Tsukiyama's kagune, Koukaku, can be used as both a weapon and a shield; it's also noted for being incredibly heavy and awkward to use by someone who's inexperienced with it, but Tsukiyama seems to have mastered his to unusual extents. This isn't going to something he has access to in Johto, which will...not exactly be comfortable, given that kagunes are ghouls' primary forms of defense.

Ah, mes amis, it's been far too long since I've spoken to some of you!
[Well, today it seems that Tsukiyama has decided to grace the network with his presence; it's been a surprising length of time since he's done that, given that he tends to treat this entire thing like the world's most egregious vlogging experience, whether the rest of the region wants him to or not. Though it's not as though he hasn't been doing anything in that time, judging from the...uh, poodlecat lying draped across his lap; he's petting her idly while he thinks, twirling some of the tufts of purple fur at her neck around his fingertips while she just looks like the smuggest thing ever. She is the best kitty, yes she is. So cute and fluffy. The fluffy singularity.
Tsukiyama himself seems a bit restless, though it's a bit difficult to say what about him is giving off that impression; the usual smile is gracing his features, and his hair and outfit are as meticulously done-up as they always are. (The outfit is also exactly as loud as his clothes usually are, but that is neither here nor there, thank you very much, and haute couture isn't supposed to be particularly pretty anyway.)
Just the same, he seems a bit...off. At least he's getting vaguely better at forcing phrases past the translator; that's been annoying him since he arrived.]

Are there particular qualifications that Gym Leaders are required to have? After all, it doesn't seem right that certain people are able to restrict our movement around this place if they simply choose to do so – why, I hear that the leader in Goldenrod City is prone to attempting that very thing, for no better reason than she's a poor loser! How terribly unprofessional...
[He pauses for a moment, looking...mildly troubled before continuing; that smile is back, though his eyes don't seem terribly focused on the camera – he seems to be looking elsewhere, a bit lower than the device's vantage point. Whatever's down there must be fascinating, man.]
It seems I'll be here for some time yet – but! I am not going to allow for any more interference than I've already faced. They'll get tired of their droll insistences yet; I never really have cared much for gatekeepers.

...OKAY I'M DONE I PROMISE
The game corner was one of those places that Tsukiyama tended to frequent, if for no better reason than it was incredibly easy to remain relatively unnoticed here no matter what he was doing or wearing; people were always so absorbed in their games, in throwing money away with great and unrivaled force, that he wasn't particularly conspicuous unless he chose to be. And it was amazing, always, what people would do if they thought no one was looking; stealing, lying, having affairs, counting cards at blackjack - it was fascinating, the vices humans would allow themselves as long as they thought they could get away with it. To say nothing of the way most of them ran their mouths... And the funny thing was, not all of them were normally cheats and liars, he was fairly sure - why, most of these people would probably consider themselves at least decent rather than simply owning their decadence and moving on with their lives.
It was amusing, really.
But he wasn't there for the liars today, nor was he there for the games; oh, perhaps he'd allow himself to get drawn into a game of cards tonight, but that was best reserved for the later hours, when there were beautiful women who'd had a bit too much too drink and found themselves receptive to charming words in languages they obviously didn't understand, and weren't in much of a state to question exactly why he was remaining so close to their elbow and didn't think anything of leaning into him a bit and letting him pick up the light scent of their skin, offset by the artificial fragrances coating their hair and dabbed lightly over their necks and wrists. There was nothing he could do with all that sensory information here, of course, but it was calming in some way that he couldn't really articulate. (At least until he found someone particularly nice, at which point that tended to be just disappointing, but c'est la vie.)
But today it was still bright outside, entirely too much so for someone to be stuck indoors, and this place was still horrendously dim and dreary in comparison no matter how many lights and sounds were firing off – it was all fake and industrial – and as such Tsukiyama normally wouldn't be here; as it stood, though, he was looking to see someone in particular.
He had rudbeckias with him, an armful of them, bright yellow in color; Hinami had liked those, he remembered vaguely. It'd been a while since he'd seen her, but he was sure she was awaiting his return along with the rest of them - and why wouldn't she be, even if she weren't frozen in time back home? Really.
He managed to find what he'd been looking for off to the side; she was young and charming in her own way, if a bit plain...and most importantly she was prone to that aforementioned tendency to shoot her mouth off without thinking. A few of those flowers laced into her hair and an invitation to dinner would be more than enough to do it, he was fairly sure; she'd proven to be a valuable source of unintentional information about what the local League of Villainy was doing with its time lately, and he'd recently been put in contact with the resident Hero Coalition. Might as well make the best of the situation, n'est-ce pas?
