Re: Rockets - They receive two starters. One from the Starter List marked as an approved Rocket pokémon is the level 15, and a second from the list mentioned in the FAQ is the level 5.
Re: Xehanort - Xehanort would be allowed in because he and Terra are two separate souls who just happen to share a body. Basically following the soul's period of canon, Terra would not be able to continue past when his heart sleeps, and Xehanort will be given a new body of his own in game. We will need justification in the application on why he is given whichever bodily form he is given (including forms of Ansem and Xemnas, which can be explained in the personality section when covering his canon point), otherwise he defaults to his original shell of old man Xehanort, as this is the original vessel of his heart and soul. He will still be allowed to share Terra's memories or have amnesia, though the amnesia should not be a problem in-game. We'd prefer if he wasn't introduced right after awakening and shortly after more of his continued personality is introduced, so that he'll have a concrete personality expressed in the application. This would exclude it from the duplicates rule because, although they share a body, they are still two separate beings.
