1) You may take advantage of the fact that characters may receive new or healed bodies upon their entrance to the game and place Skull in a body that matches his mental age, regardless of his physical form at his canonpoint.
2) You may start him in his infant form, subject to all of the physical drawbacks and complications that naturally come with that form.
However, Skull will not be subject to any unusual or accelerated growth or aging; should you choose the "infant form" option, he will age and grow at a standard human rate, according to the IC length of time he stays in the game.
